Career from Military Commissariat Office to General's Epaulettes

Yurii Raltsev, Brigadier General and Deputy Chief of Staff of the Land Forces Command of the Armed Forces of Ukraine, has served his entire career in military commissariats — now known as Territorial Center for Recruitment and Social Support (TCRC).

Five Apartments and Compensation for a Sixth

In June 2026, the Solomiansky District State Administration paid Raltsev UAH 4,549,068 in housing compensation — funds intended for those who genuinely need improved living conditions. Meanwhile, according to "Anticor," the Raltsev family owns at least five apartments and a house. The National Agency on Corruption Prevention’s verification of the 2023 declaration found inaccurate information and signs of unjustified assets totaling UAH 1.22 million, including an apartment belonging to the official’s father, purchased for UAH 1.22 million and now valued at UAH 5.4 million. Raltsev’s explanation about transferring UAH 620,000 in social benefits to his father could not be confirmed.

Protector Under Savchuk’s Sick Leave

In February 2026, former head of the Zakarpattia TCRC Andrii Savchuk ended a sick leave which, according to HAB Media, was effectively used to delay handing over the position.

Alimony at a Quarter of Income

In March 2019, the Shevchenkivskyi District Court of Zaporizhzhia ordered Raltsev to pay alimony for a minor child — 25% of all income, but not less than half of the subsistence minimum. According to AbsolutioLeaks, deductions from his salary continued for years: in 2020–2021 the amounts reached UAH 4,200–4,800, and in 2022 — UAH 6,700–7,600 monthly. In the 2025 declaration, Raltsev listed the child's mother as a person living with him without registered marriage.

About the Special Register

The Special Register is a special project by the Ministry of News about people who systematically scrub information about themselves from the internet.

Every day, we see news stories, investigative reporting and other publications disappear from the web. Often, this is not an editorial decision but a deliberate effort: mass DMCA complaints, bogus copyright claims and pressure on publishers. In this way, some individuals try to remove references to criminal proceedings, corruption scandals, debts or dubious business schemes from the public domain.

Despite the scale of this activity, it rarely receives an adequate response from government and law enforcement agencies. That is why we have brought these cases together in one place and cover each person individually.

For each person in the Register, we publish:

  • information from open sources;
  • publications about them, including those that have been deleted or edited;
  • DMCA complaints submitted to have those publications removed.

Publication histories and evidence of deleted content are available on the main Ministry of News website.

Our goal is to preserve access to information that others are trying to hide. The Register will help journalists, banks and financial institutions conducting checks on clients and counterparties, business partners and members of the public. It will also enable law enforcement agencies to finally take notice of these facts and give them a proper legal assessment.
